PPWR at a glance

The Packaging and Packaging Waste Regulation is Regulation (EU) 2025/40. It has applied directly in every EU country since 12 August 2026, including to stock made earlier but placed on the market after that date. It covers all packaging placed on the EU market, whatever the material and wherever it was made, so it reaches the boxes, inserts and fillers your products ship in. The first obligations are the general producer duties, a packaging Declaration of Conformity backed by technical documentation, and a PFAS limit for food-contact packaging. Design-for-recycling rules, recyclability grades and recycled-content targets follow in stages up to 2030. Packaging EPR registration stays national: an EU producer selling directly into another EU country must appoint an authorised representative there, and each country can require the same from producers outside the EU.
