What is PPWR and when does it apply?

PPWR is the EU Packaging and Packaging Waste Regulation, Regulation (EU) 2025/40. It entered into force on 11 February 2025 and most obligations apply from 12 August 2026. Because it is a regulation rather than a directive, it applies directly and identically across all 27 member states with no national transposition. Packaging placed on the EU market from that date must comply, including stock manufactured before the deadline.

Who does PPWR apply to?

PPWR applies to anyone placing packaged products on the EU market, including non-EU manufacturers, importers and online sellers. If your product reaches an EU customer in packaging, you are in scope, whether you sell through a distributor, a marketplace or direct.

Do I need a PPWR authorised representative?

If you are established outside the EU and place packaged products on the market of a member state, you generally need an authorised representative for extended producer responsibility in each member state where you sell, under Article 45. This is a separate appointment from a product-safety authorised representative under GPSR, and one does not cover the other.

How much does PPWR compliance cost?

€1,000 per country. That single price covers packaging EPR registration, all periodic reporting, your Article 45 authorised representative and platform monitoring for one full year. Nothing is billed separately: no setup fee, no per-report charges, no year-end reconciliation invoice.

What is the difference between this and full EPR registration?

This service covers the packaging stream only, at €1,000 per country for a full year. What happens if I miss the 12 August 2026 PPWR deadline?

Registration is a precondition for placing packaged products on the market, so selling without it puts you in breach from the day you sell. The practical consequences usually arrive through marketplaces and customers before they arrive through regulators: listings can be suspended and distributors may ask for a registration number you cannot supply. Registration remains possible after the date, so the priority is to register in your highest-volume markets first.
