Packaging EPR in Germany: LUCID, ZSVR and What Non-German Sellers Get Wrong

Germany requires two separate things for packaging EPR: registration in the LUCID register and a contract with a dual system. Here is how both work and what trips up non-German sellers.

TL;DR: Germany asks for two things, not one. You register yourself in the LUCID packaging register run by the ZSVR, and separately you sign a contract with a dual system that actually finances the collection and recycling. Doing only one of them leaves you non-compliant, and it is the single most common mistake we see from sellers outside Germany. The volumes you report to both must match.

LUCID and the dual system are not the same thing

This is the part that catches people. LUCID is the public register operated by the Zentrale Stelle Verpackungsregister, the ZSVR. Registering there makes you visible to authorities and gives you your registration number. It is free, and it does not pay for anything.

A dual system is a private company that finances the actual collection, sorting and recycling of your packaging. You have to contract with one and pay it based on the packaging you place on the German market.

You need both. A LUCID number without a dual system contract is not compliance, and a dual system contract without LUCID registration is not either. Marketplaces generally ask for the LUCID number, which is why sellers often stop there and assume they are finished.

Who has to do this

If you are the first party to place packaged goods on the German market, you are the producer for these purposes. For a non-EU manufacturer selling direct to German consumers, that is you, including when you sell through a marketplace. Shipping a product in a box, with a manual and a poly bag, is placing three kinds of packaging on the market.

The three packaging types you have to separate

German reporting distinguishes packaging that ends up with private consumers from packaging that does not, and this affects what you owe.

Sales and shipping packaging reaching private consumers. This is the category that requires dual system participation, and it covers most e-commerce.

Transport packaging. Pallets and similar, used to move goods, handled differently.

Packaging going to commercial recipients only. Registered in LUCID, but not dual-system relevant in the same way.

Getting this split wrong is the second most common error, because it changes what you pay.

What you report, and why the numbers must match

You report packaging quantities by material and weight, in kilograms. You report them to your dual system, and you also submit a data report in LUCID. The ZSVR compares them. If the figure you told your dual system does not match the figure in LUCID, that discrepancy is visible and it gets flagged.

So the practical rule is simple: one source of truth for your packaging data, used for both submissions. This is where spreadsheets maintained by two different people go wrong.

What non-German sellers get wrong most often

In order of how often we see it: registering in LUCID and never contracting a dual system; reporting mismatched volumes to LUCID and the dual system; forgetting that the manual, the poly bag and the shipping carton are all reportable packaging; and assuming German registration covers other EU markets. How PPWR changes Germany from August 2026

The German registration and dual system structure stays. What PPWR adds on top is EU-wide packaging design rules, substance restrictions and a packaging Declaration of Conformity, applying from 12 August 2026 with no grace period.
